(3)「私は」と「私が」

"I am" or "I am."
"I am " means "私は/僕は" or "私が/僕が."

Can you use these words depending on the situation?

I'll give you an example.
If there were three person Aさん, Bさん and Cさん in the place like a clinic.
Aさん was you.

A nurse asks you "あなたはBさんですか?", you can say "私はAです。"
We would never say "私がAです。 " in this case.

A nurse asks Bさん and Cさん "あなたはAさんですか?/あなたがAさんですか?" and you can hear them. You can say "私がAです。"
We would never say "私はAです。" in this case.
